The memorial became a separate National Memorial on March 12, 2019, under the John D. Dingell Jr. Conservation, Management, and Recreation Act, split out from the World War II Valor in the Pacific National Monument (Wikipedia).

The seeping oil is what survivors named "the black tears of the Arizona." The Park Service monitors the site, balancing preservation of the memorial with environmental protection. Surviving USS Arizona crewmen may have their ashes interred in the sunken ship by divers, a tradition honoring their connection to the fallen (museum-explorer.com).
Tickets and planning
The boat program to the memorial is free, but it is reservation only. First come walk up distribution ended; everything runs through Recreation.gov.
